Service providers are enhancing their networks to offer real-time interactive applications with the highest Quality of Service that ensures customer satisfaction and retention. Increasingly, it is being realized that timing plays a key role in the delivery of these services. These timing needs are driven by the requirement of the service rather than the transport equipment, which primarily utilizes synchronization. Synchronization has played a key role in ensuring QoS for the transport infrastructure. Service coordination and delivery of these new services such as IPTV, VoIP, online gaming, video conferencing and their service components such as ad insertion or billing also requires accurate timing throughout the network.

Chuck Dvorak manages the AT&T Strategic Standards Division, which is responsible for the representation of standards positions that support AT&T’s network and service requirements. Chuck joined AT&T in 1982 as a Member of Technical Staff in Bell Labs. From 1984-1990 he managed the Voice Quality Assessment Lab and from 1990-1996 he managed various network standards district teams. Prior to joining AT&T, he spent four years doing imaging systems research at Xerox. He received M.E.E. and Ph.D. degrees from the University of Delaware. Chuck has been Vice-Chairman of the International Telecommunication Union Telecommunication Sector (ITU-T) Study Group 12 (Performance and QoS) since 1990. He previously served (1994-1998) as chairman of ATIS’ Network Performance, Reliability, and Quality of Service Committee (PRQC) and also was a board member of the Multimedia Communications Forum.
Dale Boehm brings over 20 years of industry experience and expertise delivering networking products and solutions to the marketplace and has worked in product management, marketing, business development and executive management positions for several companies, including 10 years at Cisco Systems. Currently, Dale serves as vice president of market and business development for Symmetricom. Prior to Symmetricom, Dale served Sanmina-SCI, a global electronics manufacturing services (EMS) leader where, as vice president of business development and marketing, he focused on original design manufacturing (ODM) solutions targeting the fastest growing segments of the communications market. Prior to Sanmina, he served Caspian Networks, a startup delivering network performance solutions enabling enterprises and service providers to enforce QoS policies, as director of marketing. From 1992 – 2002, Dale held several positions at Cisco Systems in the Optical Internetworking Business Unit and Cable Business Unit, playing key roles in the development and introduction of the Cisco 7000, Cisco 7500, Cisco GSR 12000 and UBR7200 product families. Prior to Cisco, Dale held positions at The Boeing Company and GTE Government Systems. He holds a Bachelors of Science in Electrical Engineering from Oregon State University and a Masters in Engineering Management from the University of Santa Clara.
