session border controllers to support its VoIP interconnects for international long
distance. Acme Packet SBCs provide the security and advanced call routing required
to scale and optimize its VoIP peering relationships. The Acme Packet solution allows
TIGO to offer enhanced quality of service for its international long distance calls
by eliminating congestion at its interconnect borders.

Millicom International Cellular provides prepaid cellular telephony services to 20
million customers in 16 emerging markets in Central and South America, Africa and
Asia. In 2005, the company launched TIGO Bolivia to deliver mobile services to domestic
and international subscribers. 
<br /><br />
Acme Packet’s Net-Net SBCs are deployed in Santa Cruz, Bolivia, for VoIP interconnects
to other service providers for international long distance termination. Previously,
TIGO was experiencing surges in traffic due to network congestion from interconnect
partners which reduced the completion of subscribers’ international calls. TIGO’s
media gateways could not deliver the security and control requirements for its VoIP
interconnect borders. The call admission control capabilities of Acme Packet’s Net-Net
SBCs police inbound and outbound traffic based on the number of concurrent sessions
that can be supported and bandwidth available, assuring call quality. Acme Packet’s
flexible routing capabilities, including least-cost routing and routing based on quality
measurements, optimize TIGO’s services while reducing costs. The Net-Net SBCs support
QoS monitoring and call detail record generation on a per-call and per-interconnect
partner basis, providing TIGO with information for traffic planning as well as settlement

by eliminating congestion at its interconnect borders.

million customers in 16 emerging markets in Central and South America, Africa and
Asia. In 2005, the company launched TIGO Bolivia to deliver mobile services to domestic

online channels to promote this new service and hopes to generate further revenues
in the region by using a package strategy with its Speedy lines. With this service,
Windows Live customers will be able to make calls directly from their PCs to any fixed
or mobile phone in the world without leaving Windows Live.

The service has first been rolled-out in the United States and will soon be available
to customers in Argentina, Brazil, Chile, Colombia, Peru and Venezuela. During the

shops across the country, following several months of trial deployments of Vistula's
VoIP technology platform, V-Cube.

Based exclusively on Vistula's V-Cube VoIP platform, Envox and a group of local equipment
and software providers will deploy a proprietary VoIP-based telephony solution that
runs on Venezuela's most commonly used call shop equipment and software. This will
allow for very quick and easy installation of a VoIP offering at a fraction of the
equipment and software costs typically associated with the installation of a standard
PSTN solution.

Envox will have this proprietary V-Cube-based VoIP solution deployed across a number
of call shops in Venezuela by the first week of December, with further installations
scheduled for completion by years end. Driven by early demand in the VoIP service,
Envox is expected to install Vistula's V-Cube-based VoIP solution in approximately
60 call shops within the next six to twelve months, with revenues from these initial
deployments expected to begin in December.

that ITC, a fast-growing, leading telecommunications carrier and business Internet
Service Provider in Argentina, signed a five year contract to distribute Vistula's
V-Cube VoIP platform in Argentina. This would be the second V-Cube to be installed
and launched in Argentina by Vistula Communications Services. 
<br /><br />
V-Cube will be used as the central system to deliver a range of hosted VoIP telephony
products to business enterprise customers in Argentina. Vistula will integrate its
web portal set with ITC's existing client and operational systems to give a cohesive
client front end. This will facilitate client sign-up and allow those clients straightforward
control of their telephony environment.

The system has been officially launched and offered to customers starting July 1st,
2006. Due to the fast integration and deployment process, ITC has been able to install
and launch the service well within the time frame estimated.

ITC will initially market Vistula's IP-PBX to it's existing broadband clients, and
Vistula's call shop solution to certain cyber cafes it currently services. Both of
these products are based on the V-Cube platform. ITC currently services approximately
2000 corporate clients, each with an average of 8-10 extensions, and about 100 cyber
cafes. Each cyber cafe has a potential of 4-6 call shop extensions. Due to ITC's long
standing relationship with clients, their immediate goal is to capture 50% of their
corporate users, and about 30% of its cyber cafes.

Corp.&lt;/a&gt;, announced that it has executed and begun the implementation of a Memorandum
of Understanding with Metrocel, S.A., located in Quito, Ecuador to provide retail
broadband and VOIP services throughout the country. The forthcoming contract will
be a joint venture between Metrocel and Interlink developing a project to provide
broadband and VoIP telephony services to 600 Internet kiosks located around the country.
Each kiosk will house 5 telephone lines, and will offer consumers in Ecuador the ability
to access broadband and telephone services. The rates that will be charged will be
below the rates charged for broadband service, if those services are available at
all in certain areas of the country, as well as being far below traditional fixed
line and wireless rates charged by the incumbent telephone companies. 
&lt;br&gt;
&lt;br&gt;
Metrocel and Interlink will share revenues on a 50-50 basis after Interlink recovers
all infrastructure costs. The company anticipates that the services will begin to
be available in the country in early 2006, with full rollout across the country completed
by early 2007. The joint venture, when implementation of the entire project is complete,
anticipates recognizing gross annual revenues of $600,000, with net income per year
reaching $300,000. Each kiosk will use proprietary technology, including the softphone,
specifically designed for these projects by Interlink. A similar service is being
currently rolled out in the United States through Interlink's joint venture with Blue
Wireless &amp; Data, of Dallas/Ft. Worth, Texas, which is beginning service this week.

In describing the Metrocel joint venture, Mr. Severino Rivano, Vice President of Interlink,

desiring to incur the substantial overhead and operating losses associated with marketing
directly to consumers domestically and internationally, we have decided that we can
provide the infrastructure, equipment and expertise to providers of such retail VOIP
services to the public. Since the providers handle the marketing and customer service
aspects of these contracts, and because we have already incurred the cost of the infrastructure
and manpower to handle this additional traffic, we believe that we can undercut the
competing residential VOIP providers in cost and service, while maintaining significant
